1.3. Purchasing Training
Outsourced training versus in-house training
Depending on one¡¯s corporate policy, companies in China display two predominant view
points toward the outsourcing of training. Some companies are willing to partner with
outside training providers for pre-training consulting. Assistance from training providers is
needed to identify training needs, conduct gap analyses, provide training, as well as followup.
Other training buyers say they would independently assess competency gaps and training
needs. The company¡¯s HR or Learning Department would then assume responsibility to
develop training materials and seek suitable training providers to deliver training according to
the company¡¯s guidelines.

Most invested training areas
There is a strong correlation between most targeted groups of employees in terms of
training and the preferred scope of training. As mentioned above, middle managers and
senior managers make up the groups on which the largest percentage of training expense is
dedicated. They are mostly trained in various aspects of leadership and management. The
biggest percentage of spending is allocated to Leadership and Strategic Management training
as 64% of the researched training buyers stated. This percentage is closely followed by
Middle Managerial Training at 63%. The third popular training is Interpersonal Skills, which
is closely followed by Sales training. The fifth most procured training was Language training.
